Scientific research attending the project 'Re-integration of severely disabled persons in working life
Main objective of the covering research for the intention of 're-integration of disabled persons in working life' is to evaluate the achieved effects of the measures that are carried out by the project recipient.
The guiding question is how these measures do contribute to the aim to place with disabilities in the labour market to suport them in performing tasks relevant for the job, and to enable, facilitate, or guarantee deployment.

'Despite the efforts of, mostly public, institutions and companies to make it easier for severely handicapped persons to enter into professional life, the working situation of handicapped persons is still difficult. The discussion regarding the employment of handicapped persons is often emotionally charged. This makes it even more important, with objective printed material available and the consultancy of all parties involved in the integration process in the company, as well as the handicapped persons themselves, to improve their living and working situation.
For these reasons a project, sponsored by the Landesamt für Soziales, Jugend und Versorgung (state department for social, youth and welfare), to (re-)integrate severely handicapped persons into professional life was initiated in Rhineland Palatinate in 1994 with RE-INTEGRA. The general goal of this project is, by mediating between companies and the candidates, to find work places for more unemployed handicapped persons. A further project team, 'Advisory board for the integration of severely handicapped persons in education and employment', the action 16, which is organised in the Trägerschaft of the Berufsfortbildungswerkes des Deutschen Gewerkschaftsbundes (professional training agency of the German Federation of Trade Unions), but uses primarily its connections with work councils and reliable company contacts for mediation and information activities.
The research carried out by the Institut für Technologie und Arbeit der Universität Kaiserslautern 'Institute for Technology and Employment at the University of Kaiserslautern', the chair of Prof. Zink, to accompany both projects is based mainly on the evaluation of measures taken by the persons responsible for the project. The measures taken were based on relevant success determinants and the opinions of selected companies regarding the employment of handicapped persons.
As a basis for statements regarding the employment situation of handicapped persons the following socio-
demographical and data concerning the job market are relevant: The number of severely handicapped persons in employment The rate of unemployed handicapped persons who have found work placement The type and number of working places which handicapped persons could occupy The number of working places which are actually properly prepared and therefore available for handicapped persons The qualifications required of the handicapped person This objective data alone however is still insufficient information about how the estimation of the job situation from the viewpoint of those responsible for making the decision in the company is formed. Discussions regarding the employment of severely disabled persons are often influenced by unclear ideas, emotions and not least prejudices. Against this background, the Institute for Technology and Employment carried out an empirical study in the areas of Trier/Koblenz and Rheinhessen, the results of which could be compared with those of the companies which were questioned simultaneously in the areas Braunschweig and Freiburg. The aim of this study was to find out detailed information on the following topics: The tasks on offer for handicapped persons How informed the company is regarding the employment of handicapped persons The relevant financial aspects The importance of external influences The existence of possible operational problem areas The use of existing support benefits for handicapped employees As a determinate for the integration of handicapped persons the structure of the work tasks, the use and quality of consultancy from the employment administration and welfare department, financial aspects, the current economic situation and specific company-internal influential factors could be determined.
As a whole it is fair to assume that the activities of RE-
INTEGRA and action 16 would be better able to establish working places for severely handicapped persons if the individual needs and demands of the handicapped candidate and the company could be dealt with both before and during the mediation process.
The first successes of this procedure can already be felt. It remains to be seen, however, whether the success can be continued in the acquisition of work places and the filling of them with a suitable handicapped candidate in the following years of the project. '
