Versorgungsepidemiologische Studie zu Strukturen, Prozessen und Ergebnissen der beruflichen Rehabilitation

(1) Versicherte ohne Antrag
(2) Versicherte im Stadium der Antragstellung,
(3) Versicherte im Stadium eines bewilligten Antrages und
(4) Versicherte nach erbrachter Leistung,
wurden in die kombinierte Quer- und Längsschnittstudie mit Follow-up-Messung nach zwölf Monaten einbezogen. Mit standardisiertem schriftlichen Fragebogen wurden insbesondere Variablen zu Gesundheitszustand und Lebensqualität, Folgen beeinträchtigter Gesundheit im individuellen und sozialen Kontext, berufliche Belastung, Behandlungsbedürftigkeit, Rehabilitationserfahrungen sowie gesundheitsökonomisch relevante Variablen erhoben.

Abstract
Supply-epidemiological study to structures, processes and results of vocational rehabilitation
The deficit in rehabilitation science applies in particular to the field of vocational rehabilitation. Decisions with far-reaching implications for the individual insured person are made in this field without any scientific basis. Against the background of the massive increase in benefits and expenses there is a lack in particular of necessary studies into the demand and claim parameters and into the development of tools to optimise organisation in the field of access regulation as well as the quality of the process, structure and performance of the services offered for vocational rehabilitation. For this reason the proposed study is intended to deliver firm pension-related epidemiological insights into central topics relating to the vocational rehabilitation of manual workers and salaried employees. Based on paper and pencil interviews of persons undergoing rehabilitation and of other insured persons, data will be collected relating to the need for rehabilitation and the success of the vocational rehabilitation carried out by the pension scheme. Along with the analysis of the process data available from the pension scheme and the Federal Employment Office, it is expected that information will also be gained on the qualitative and quantitative benchmark figures for the following subjects:
- Access regulation (requirements for approval, need for rehabilitation, success orientation)
- Process of vocational rehabilitation (intervention with respect to professional qualifications and biological, psychological and social aspects, integrational orientation)
- Results of the vocational rehabilitation (reintegration as a function of disablement, intervention and employment market)
- Estimates of the efforts involved in and the results achieved by vocational rehabilitation.
In addition, based on the pension-related epidemiological results, the project will prepare a draft proposal on the ability to translate the informationinto pension-scheme practice with respect to
- Documentation and information systems (systematics of the intervention tools, accessibility of information, process and performance documentation)
- Quality and cost management (guidelines, internal/external quality assurance concepts).
In the macroanalytical perspective, a comprehensive pension-related epidemiological study will be carried out in cooperation with the BBS project on medical rehabilitation (A4). It enlightens the health and social conditions (the need for intervention with respect to biological, psychological and social aspects and/or professional qualifications) relating to the demand for/utilisation of and results of the rehabilitation as well as its economic assessment.
