Evaluierung der EU-Gemeinschaftsinitiative Beschäftigung in der Bundesrepublik Deutschland

Hintergrund und Ziele:

Die EU-Gemeinschaftsinitiative BESCHÄFTIGUNG ist ein Programm aus Mitteln des Europäischen Sozialfonds, mit dem im Zeitraum von 1994-1999 die Verbesserung der beruflichen Eingliederung für am Arbeitsmarkt benachteiligte Gruppen angestrebt wird. Die Initiative untergliedert sich in vier Aktionsbereiche: NOW geht es um die berufliche Chancengleichheit von Frauen, HORIZON richtet sich an behinderte Menschen, INTEGRA an Migranten und YOUTHSTART fördert den Zugang Jugendlicher zu einer Ausbildung.

Methodisches Vorgehen:

Durchgeführt wird eine begleitende Evaluierung der geförderten Maßnahmen und Projekte sowie eine ex-post Evaluierung der beschäftigungspolitischen Ergebnisse des Programms (Verbleibsbefragung der Teilnehmer). Mit den Befragungen der geförderten Projekte wird die berufsbildende, transnationale und innovative Qualität des Programms untersucht.

Es werden projekt- und teilnehmerbezogene Daten erhoben; in quantitativer Hinsicht wird auf beiden Ebenen ein Meßwiederholungsansatz verfolgt, dazu kommen qualitative, begleitende und retrospektive Fallstudien auf Projektebene. Da die GI BESCHÄFTIGUNG aus zwei Förderperioden besteht, sind auch zwei Erhebungszyklen notwendig; jeder Zyklus besteht aus vier Etappen: einer anfänglichen Totalerhebung bei allen geförderten Projekten und Teilnehmern; ergänzende qualitative Befragungen zur innovativen und transnationalen Dimension der Projekte (goal-attainment-Ansatz); abschließende Totalerhebung auf Projekt- und Teilnehmerebene, Nacherhebung zum Verbleib der Teilnehmer.

Abstract

Evaluation of the EU joint initiative occupation in the German Federal Republic

The EU joint initiative BESCHAEFTIGUNG (occupation) is a programme financed by the European Social Fund in which during the time period 1994-1999 the improvement of vocational integration of disadvantaged groups into the job market is attempted. The initiative is divided into four areas of action: NOW is concerned with the vocational equality of women, HORIZON is concerned with the disabled, INTEGRA with migrants and YOUTHSTART supports access to training for teenagers. An accompanying evaluation of the measures supported and projects as well an ex-post evaluation of the occupational political results of the programme (whereabouts questioning of the participants) will be undertaken. The transnational and innovative quality of the programme is investigated by questioning the supported projects.

Project and participant related data will be collected; quantitatively on both levels, a measurement repeat approach is followed, in addition there are qualitative, support and retrospective case studies at the project level. As the GI BESCH-FTIGUNG consists of two support periods two collection cycles are also necessary; each cycle consists of four stages: an extensive total collection with all supported projects and participants; supplementary qualitative questioning on the innovative and transnational dimensions of the project (goal attainment approach); final total collection at the project and participant level, after collection on the whereabouts of the participants.
