Qualitätssicherung und -entwicklung in Integrationsfachdiensten
Ausgangssituation:
Aufgaben und Vorgehen:
Die erarbeiteten und erprobten Arbeitsstandards sowie die Art und Weise ihrer Umsetzung werden zum Ende der Modellphase dokumentiert. Die in diesem Zeitraum stattgefundenen konzeptionellen, methodischen und organisatorischen Entwicklungsprozesse werden im einzelnen dargestellt und ausgewertet und schließlich in Form eines Qualitätsmanagementhandbuches für alle Fachdienste zusammengefasst. Das Handbuch soll auf der einen Seite dazu dienen, dass 'neue' Fachdienste zügig und wirksam in das bestehende Rehabilitationssystem eingebunden werden können und dabei sicherstellen, dass die Dienste den Anforderungen in der praktischen Arbeit tatsächlich genügen. Auf der anderen Seite soll das Handbuch bereits bestehenden Fachdiensten eine gezielte Ausrichtung ihrer Konzeption und Arbeit an überprüften Arbeitsstandards ermöglichen und somit entscheidend zu einer fortschreitenden Qualifizierung und Professionalisierung des Dienstleistungsangebotes beitragen.

Abstract
Quality management in supported employment agencies
Since the end of the 80es more and more so called 'integration expert services' ( or: supported employment agencies) have been installed in the Federal Republic of Germany. Their main task is the vocational integration of those severe handicapped persons, who are fundamentally capable of fulfilling a job on the regular jobmarket, but for whom the existing assistance and instruments in the traditional rehabilitation system are not sufficient to find and execute a job according to their abilities.
Although there are basic conceptual similarities in the working methods of the integration expert services - most of them work close to the principles of Supported Employment - the term 'integration expert service' does not comprise an established service system that is based on harmonised standards, structures and contents.
So far, qualitative criteria that allow arrangement and judgement of the services do not exist. Therefore the aims of the research project are a) the elaboration and empirical testing of quality criteria for integration expert services and b) the exemplary development and testing of a procedure that allows the installation of a total quality management system.
In a first, empirical phase there were done qualitative interviews with 'experts', asking them about elements of 'good practice' in the field of Supported Employment. These 'experts' or stakeholders were, for example, service users, parents, representatives of companies and employment offices, job coaches who had already worked for a long time in Supported Employment or researchers in this field. The interviews were analysed and structured by the research group, and the results were compiled into a questionnaire, the criteria catalogue. By the end of 1998 there were sent out about 450 questionnaires and 188 (42%) were received back. Each of the 'experts' had provided numerical ratings against the 93 criteria. After analysing this quantitative data, we now have a written report showing the outcomes of the survey, especially the different ratings provided by the stakeholders.
As part of the project, 'Quality Assurance and Development',
the result of the empirical survey using the criteria catalogue were used as a starting point for developing so called work standards in the main areas of Supported Employment agency work. With the cooperation of 11 agencies (staff and service providers) and funding organisations (regional assistance offices), our experience has been that the criteria can be very useful in initiating a fundamental discussion about the quality of work in the field of Supported Employment and, finally, in thinking about how to implement a quality management system in Supported Employment and, finally, in thinking about how to implement a quality management system in Supported Employment agencies. The evaluation of this process enables the drawing up of an overall concept of quality management that can be used both for existing and new services.
As e result, a handbook is compiled which gives promoters the opportunity to implement corresponding services economically and efficiently into the existing rehabilitation-system.
